After spending their whole life in the increasingly crime-ridden town of Willow Creek, Aster Newman finally reached their limit and went to lodge a formal complaint in the Municipal Center. Much to their surprise, they were offered the chance to move to a brand new, crime-free city. The catch? They had to build the city up, and their family would not be allowed to move to another city until the Municipal Center was satisfied with the city. Their first goal?
